Illinois just passed two new laws tightening crypto oversight.

The Digital Assets and Consumer Protection Act gives regulators authority over exchanges, requiring financial reserves, cybersecurity, anti-fraud controls, and disclosures similar to traditional finance.

The Digital Asset Kiosk Act forces crypto ATMs to register, cap fees at 18%, and limit new customer transactions to $2,500/day.
